PROBLEM TO BE SOLVED: To provide a spacer excellent in mechanical strength and productivity while considering improvement of limit output and suppression of increase of pressure loss, and to provide a fuel assembly including the spacer.SOLUTION: A fuel spacer 1 of one embodiment includes: a spacer body part 2 including a fuel rod support part 3 having a plurality of insertion areas A for inserting fuel rods thereinto and holding the fuel rods inserted into the insertion areas A at a predetermined interval and a band part 5 surrounding the outer periphery of the fuel rod support part 3; a base part 7 fixed on upper ends of cells 4 constituting the fuel rod support part 3; and a cooling material agitation part 6 located on the base part 7 in sub-channel areas S to be gap areas between adjacent fuel rods held by the fuel rod support part 3 and having blade parts 8 inclined from an axial direction of the fuel rods at a predetermined angle.
