Zusammenfassung:	PROBLEM TO BE SOLVED: To allow a user to make a fellow request to a fellow in one game, in another game.SOLUTION: A management server 3A includes: a reception unit 11 that receives type information indicating the type of an application; an identification unit 12 that, when a first condition is that the application indicated by the type information is used, a second condition is that fellowship is not established with a requesting user in the application, and a third condition is that an upper limit of fellows is not reached in the application, identifies some or all of candidate users who satisfy all of the above conditions among users who have established fellowship in an application that the requesting user has used; and a display control unit 14 that displays some or all of the candidate users identified by the identification unit 12 on the terminal device of the requesting user so that the requesting user can select the candidate users.
