Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a power control system of a building and a power management system of a residence area capable of effectively utilizing a fuel cell, in a configuration which contains a power supply source including the fuel cell.SOLUTION: A power control system 20 includes a power supply source 30 containing a fuel cell 32, a photovoltaic generation device 34, a wind power generation device 35, and a storage battery 36, a power meter 40 for detecting power consumed by a power consumption apparatus 15, and a management control panel 50 for controlling a supply power of the fuel cell 32 to be a target power Pa. Here, the management control panel 50 performs such control, in order that the power supplied to the power consumption apparatus 15 from the fuel cell 32 comes to be the target power Pa, that a power supplied from the fuel cell 32 is used in preference among the powers supplied to the power consumption apparatus 15 from the power supply source 30. As a result, since the fuel cell 32 continues operation of outputting almost constant target power Pa, a partial load operation is suppressed to effectively utilize the fuel cell 32.
