PROBLEM TO BE SOLVED: To provide a developing device capable of suppressing scattering of a carrier while reducing the size of the device, and an image forming apparatus including the developing device.SOLUTION: A developing device 4 includes: a developer carrier 5 that has magnetic field generating means 82 for development arranged inside thereof; and a carrier recovery member 13 that is arranged close to the developer carrier, and recovers a magnetic carrier attached to the surface of a latent image carrier 1 by magnetically adsorbing the magnetic carrier on the outer peripheral surface of the carrier recovery member 13 in a carrier recovery area on the downstream side in the surface movement direction of the latent image carrier in a developing area where the developer carrier and the latent image carrier face each other. The magnetic field generating means for development moves a plurality of magnetic poles circulatively along the direction of rotation of the developer carrier. The developing device 4 develops a latent image by attaching a toner in two-component developer carried on the outer peripheral surface of the developer carrier to the latent image formed on the latent image carrier, and further includes a magnetism shielding member 96 that shields magnetism between the developer carrier and the carrier recovery member.
