PROBLEM TO BE SOLVED: To provide a hologram formation body excellent in light reflectiveness and luminosity by using a transparent reflection layer forming material excellent in storage stability and coating properties, and a packaging medium using the hologram formation body.SOLUTION: A hologram formation body includes a relief member 10 having a relief formation surface 20, and a transparent reflection layer 30 covering the relief formation surface 20 of the relief member 10. The transparent reflection layer 30 is formed by curing a coating material containing a solvent and a hydrolysis polycondensation organic metallic compound oligomer having an average monomer number of 5 or more and 20 or less.
