Zusammenfassung:PROBLEM TO BE SOLVED: To provide a data carrier to be stuck on metal, which can be manufactured in a thin shape and at low costs, and a radio communication method.SOLUTION: A data carrier 10 to be stuck on metal is a data carrier that is to be stuck on the metal, and comprises: an IC inlet 11 including a base film 13 and a non-contact data carrier element 14 provided on one surface 11a of the base film 13; and an adhesive layer 12 provided so as to be laminated on the IC inlet 11. The adhesive layer 12 contains 200 g/mor more of a magnetic powder which has a real part magnetic permeability μ' of 20 or more at a frequency of 1 MHz when a sheet of 50% content is fabricated.
