PROBLEM TO BE SOLVED: To enable reduction of errors in setting of operation availability information and also enable prevention of leakage of confidential information and erroneous operation of a manufacturing apparatus.SOLUTION: An operation availability determination device for determining availability of multiple operations relating to a manufacturing apparatus comprises: organizational configuration storage means for storing information showing an organization consisting of multiple sections to which each of multiple users belongs; belonging information storage means for storing information that includes identification information for the sections and identification information for users belonging to each section in association with each other; operation availability information storage means for storing operation availability information that includes the identification information for the sections and identification information for the operations in association with each other, and specifies permission to use the information; means for receiving a request for an operation from an authenticated user; means for identifying a section to which the user requesting the operation belongs, on the basis of the information in the belonging information storage means; determination means for determining whether or not to permit the operation, on the basis of the identification information for the identified section and the operation availability information; and refusal means for, when non-permission is determined, refusing the requested operation.
