Zusammenfassung:PROBLEM TO BE SOLVED: To provide a method for manufacturing an electrical steel sheet with an insulative coating, which has excellent heat resistance suitable for a subject matter of iron cores of electric instruments, in particular, iron cores of large-sized power generators, wind power generators or the like, is excellent in various properties such as interlayer resistance even after being held at high temperature or in a wet state, and has little content of a volatile organic solvent.SOLUTION: In an electrical steel sheet with an insulative coating, an insulative coating is formed on one surface or both surfaces of an electrical steel sheet. The insulative coating, which is formed by using a coating agent for forming insulative coatings, includes: 100 pts.mass, in terms of solid content, of an aqueous carboxyl group-containing resin; more than 40 pts.mass to less than 150 pts.mass, in terms of solid content, of an Al-containing oxide per 100 pts.mass, in terms of solid content, of the aqueous carboxyl group-containing resin; and more than 20 pts.mass to less than 100 pts.mass, in terms of solid content, of one, two or more kinds of cross-linking agents selected from melamine, isocyanate, and oxazoline per 100 pts.mass, in terms of solid content, of the aqueous carboxyl group-containing resin.
