Zusammenfassung:	PROBLEM TO BE SOLVED: To provide: a water-based coating composition containing 20 mass% or more of a solid content of a hydrolysate, which can be stably stored for a long period of time in spite of the fact that it contains water as a main solvent, and is excellent in film forming property and coatability; a method for producing the water-based coating composition; and a shop primer containing the water-based coating composition, which is excellent in water resistance and corrosion resistance.SOLUTION: A water-based coating composition is an aqueous solution obtained by hydrolytically condensing: (a) one or both of an organosiloxane represented by general formula (I): RnSi(OR)4-n (wherein R1 is 1-8C organic group, R2 is 1-5C alkyl, n is 0 or 1) and a hydrolytic condensate of the organosilane; (b) colloidal silica; and (c) an alkanol amine, and contains 20 mass% or more of solid content. A method for producing the water-based coating composition and a shop primer containing the water-based coating composition are also provided.
