PROBLEM TO BE SOLVED: To mitigate a workload of an operator in reproducing abnormality of network traffic.SOLUTION: A transmission abnormality simulator 20 for reproducing communication abnormality in intermediating a packet includes: a reception data control unit 25 for storing a received packet in a storage medium; and a transmission data control unit 27 which determines whether or not the packet stored in the storage medium includes comparison data on the basis of the comparison data and the number of comparison head bytes, and causes communication abnormality by controlling packet transfer on the basis of information for setting a content of abnormality to be caused when the packet includes the comparison data.
