Zusammenfassung:PROBLEM TO BE SOLVED: To provide an image processing device capable of detecting an object captured in a frame image of an imaging area captured by an infrared camera, and determining whether the detected object is a person.SOLUTION: An image processing unit 4 generates a background difference image for a frame image input to an image input unit. The image processing unit 4 sets a foreground region on the basis of foreground pixels in the generated background difference image, and detects a captured object. Further, the image processing unit 4 determines whether the object located in the foreground region is a person on the basis of the distribution of the pixel values of respective pixels located in the set foreground region.
