PROBLEM TO BE SOLVED: To inhibit the chromaticity of light emitted from a light emitting device from fluctuating according to the view angle and improve the luminous efficiency of the light emitting device.SOLUTION: A light emitting device 11 includes a mirror surface region 123 on a substrate 12. Multiple LEDs 141 are placed in the mirror surface region 123. A sealing layer is joined onto the mirror surface region 123. The sealing layer includes an upper layer and a lower layer, and the upper layer and the lower layer contain a phosphor. A content of the phosphor per unit area in the upper layer is larger than a content of the phosphor per unit area in the lower layer. The lower layer covers peripheries of the LEDs 141. Forming the sealing layer so as to have a two layer structure inhibits the chromaticity of light emitted from the light emitting device 11 from fluctuating according to the view angle. Further, providing the mirror surface region 123 improves the luminous efficiency of the light emitting device 11.
