PROBLEM TO BE SOLVED: To provide a communication system capable of enhancing the life of communication status of the whole communication range with the covered communication range maintained.SOLUTION: A base station device 80 comprises transmission means 83 for transmitting a power storage residual quantity that is information showing a residual quantity of electric energy stored in power storage means 81, to a management device 90. The management device 90 comprises: evaluation value calculation means 91 for calculating an evaluation value that is a value showing the degree of capability of continuing a function of the base station device 80, on the basis of the power storage residual quantity; radio wave radiation intensity calculation means 92 for more largely calculating intensity of a radio wave radiated by a base station device 80 whose evaluation value is a larger value of calculated evaluation values of respective base station devices 80; and radio wave radiation intensity transmission means 93 for transmitting the intensity of the radio wave calculated by the radio wave radiation intensity calculation means 92, to the base station device 80. The base station device 80 also comprises radio wave radiation means 82 for radiating a radio wave by the intensity received from the radio wave radiation intensity transmission means 93.
