Zusammenfassung:PROBLEM TO BE SOLVED: To provide an internal combustion engine control device that prevents an engine speed from being lowered, when an air conditioner starts (in an on-state) upon restarting the internal combustion engine in a high temperature state.SOLUTION: A control means (65) includes a target intake air amount calculation means (65A) and an intake air amount control means (65B), as well as includes a high-temperature restart determining means (65C) that determines whether a plurality temperatures indicating a state of an internal combustion engine (1) are higher or not than the respectively set temperatures. If the high-temperature restart determining means (65C) determines a high temperature state of the engine, the target intake air amount calculating means (65A) transiently corrects the target intake air amount upon starting an air conditioner (71).
