Zusammenfassung:PROBLEM TO BE SOLVED: To provide treatment facilities capable of easily efficiently removing fluorine in wastewater, treating a large amount of wastewater, securing permeability extending over a long period of time and further easily recovering a used reactant at a high recovery rate, and a treatment method.SOLUTION: Treatment facilities for removing fluorine from water to be treated containing fluorine includes: a filtration tank 10 for filtering water to be treated; and a purification tank 20, in which the filtration tank comprises a sand layer 13, a filtration material layer 12 and a gravel layer 11 from the upper part, the filtration material contains anthracite, the purification tank comprises a first sand layer 21, a reactant layer 22 and a second sand layer 23 from the upper part, the purification tank has a storage section 58 for storing treated water, a reactant contains calcium hydrogen phosphate dihydrate and particles, calcium hydrogen phosphate dihydrate is supported on the particle, the first sand layer is formed out of first sand the effective size of which is smaller than that of the particle, and second sand layer is formed out of second sand the effective size of which is smaller than that of the particle.
