Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a network relay device capable of controlling communication by a user individually in PBB frame transfer, and also to provide a network.SOLUTION: The network relay device 1 transfers a frame of an IEEE802.1ah frame format comprising a region for storing an extended service instance identifier (I-SID). When transferring the received frame as broadcast, the network relay device 1 transfers the frame by using a broadcast domain as an I-SID unit.
