CONGESTION CONTROLLER

PROBLEM TO BE SOLVED: To perform congestion control by narrowing down a congestion occurrence region without acquiring busiest hour call amount in a normal state.SOLUTION: A congestion controller 20 comprises: a traffic amount collection unit 23 for acquiring any one of congestion occurrence information and a point-to-point traffic amount; a congestion region identification function unit 22 for identifying wide-ranging station numbers related to a congestion occurrence region on the basis of information including at least one of the congestion occurrence information and the point-to-point traffic amount; a control total amount calculation unit 25 for calculating a control total amount for session controllers 30 accommodating the wide-ranging station numbers, distributing the control total amount to each session controller 30, and taking the distributed amounts for control amounts for the wide-range station numbers; and a control instruction unit 26 for instructing each session controller 30 to regulate traffic to the station numbers by using the control amount for the station numbers.
