PROBLEM TO BE SOLVED: To provide a reading device and a reading method that can efficiently read information from various non-contact ticket mediums.SOLUTION: The reading device comprises: a radio reader 62 that performs a radio communication with a first ticket medium having a radio communication part to read information from the first ticket medium; a two-dimensional code reader 64 that reads information in accordance with a two-dimensional code from a second ticket medium having the two-dimensional code; a main body 67 that has an upper surface and an open part opening on the upper surface; a radio antenna 68 that is provided around the open part in the main body to perform the radio communication with the first ticket medium; and a light-emitting part 66 that has a light guide plate 77 provided on the upper surface of the main body excluding the open part, and a light source 78 emitting the light guide plate by letting in light into the light guide plate. The two-dimensional code reader has a light source that irradiates the second ticket medium with light through an open part and is provided below the open part and, and the two-dimensional code is photographed by the light irradiated from the light source.
