PROBLEM TO BE SOLVED: To make it possible to implement a countermeasure considering both unauthorized release and regular release, in the case of erroneous input of release data which unlocks a lock function for identifying a subscriber.SOLUTION: Every time inequality between release data input for unlocking a lock function for regulating a connectable communication network on the basis of a subscriber identification module and regular release data registered in advance is detected, counting means 101 counts the number of times of the inequality as the number of times of erroneous input. Release means 102 releases the lock, when the regular release data is input before the number of times of erroneous input reaches an allowable erroneous input times setting value. When the number of times of erroneous input reaches the allowable erroneous input times setting value, change means 103 generates new release data in a state of keeping the lock of the lock function to replace the registered regular release data with the new release data. Notification means 104 notifies a management device on the communication carrier side that the release data should be updated.
