Zusammenfassung:PROBLEM TO BE SOLVED: To accurately estimate a period in which the conductivity of cooling water converges to be a predetermined value or less, and to start a fuel cell with good responsivity.SOLUTION: A fuel cell system includes: a fuel cell; a coolant piping system having a cooling pump, a radiator, and an ion exchanger, and circulation supplying cooling water to the fuel cell; first estimating means for estimating the conductivity of the cooling water; and second estimating means for estimating a period since the cooling pump is started till the estimated conductivity becomes upper limit conductivity or less, when the conductivity estimated by the first estimating means is higher than the predetermined upper limit conductivity. If the conductivity of the cooling water is higher than the upper limit conductivity when starting the fuel cell, the fuel cell is started after the estimated period has passed since the cooling pump is started.
