PROBLEM TO BE SOLVED: To provide a facility for aged people, people having difficulty in walking and people in wheelchairs, etc., to evacuate in emergency from a flood disaster in a short time basically by themselves from a flat road/passage of a residential location without going through a steep hill or stairs when a fire/power failure occurs following an earthquake, while the facility for emergency evacuation of the aged people, the people having difficulty in walking and the people in wheelchairs, etc., for the time of a flood disaster like tsunami is not provided in an ordinary living area near a seashore.SOLUTION: A mid-rise/high-rise building structure has a cylindrical structure in the inside and rises high upwards, a floating structure which is capable of floating on a water surface and vertically movable accompanying the vertical movement of the water surface is provided inside the cylindrical structure, and also a guide part capable of allowing the vertical movement of the floating structure but limiting the movement in front, back, left, and right transverse directions is provided inside the cylindrical structure.
