Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an on-water obstruction device which urges the stoppage of other vessels such as a pirate ship approaching the vessel without employing an aircraft and gunpowder with a simple constitution.SOLUTION: An on-water obstruction device 100 comprises a protective rope 110 which has one end connected to the vessel 102 and is formed like a string, a first towed body 120 which consists of a floating body connected to the other end of the protective rope 110 and floating on a sea surface, an attitude maintaining mechanism (floating body, weight and vertical blade element) for maintaining a vertical attitude and a vertical blade element producing dynamic lift in a direction perpendicular to a navigation direction of the vessel 102 on the same plane. When the vessel 102 is navigated, the towed body 120 is spread together with the protective rope 110 in a direction separated from the vessel 102.
