Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a relay device that can prevent unauthorized reprogramming of an ECU.SOLUTION: A G/W-ECU is connected with an ECU via an in-vehicle LAN in accordance with the CAN and also connected with an external tool via another communication path other than the in-vehicle LAN, and relays transmission and reception of frames between the ECU and the external tool. In addition, when the G/W-ECU receives a frame for reprogramming the ECU from the in-vehicle LAN, it determines whether the frame has been relayed by its own device, and if the frame has not been relayed by the own device, it considers the frame as a frame transmitted by an unauthorized tool forcibly connected with the in-vehicle LAN (S110: No). Then, after that, it continuously transmits, without a gap, priority frames of which ID values are smaller (priority is higher) than that of the reprogramming frame (S120) to block transmission of the reprogramming frame by the unauthorized tool.
