PROBLEM TO BE SOLVED: To recommend an item from a different service on the basis of action information on a user.SOLUTION: An information processing device includes: a transmission/reception unit that stores in a memory action history information indicating a history of operation performed on a terminal by a user for receiving a service; item information that includes plural candidates for an item to be recommended to the user and an attribute value of each candidate; weighting factor information that includes a weighting factor indicating the importance of an attribute assigned to each of plural groups in which users are to be placed according to histories; a group determination unit that determines a group in which the user is placed on the basis of the action history information; and a degree-of-recommendation calculation unit that calculates similarity in attribute values between items on the basis of the weighting factor assigned to the determined group and the item information. The degree-of-recommendation calculation unit calculates the degree of recommendation of each candidate according to the similarity in attribute values between items and determines an item to be recommended to the user from the candidates according to the calculated degree of recommendation.
