Zusammenfassung:PROBLEM TO BE SOLVED: To properly restrict steering assistance during assistance control to be operated when a failure is detected in a torque sensor.SOLUTION: A frequency intensity calculating unit 821 calculates frequency intensity in the vicinity of unspring resonance frequency by FFT computation using a sampling value of a wheel speed V, and outputs an evaluation value E of the frequency intensity to a gain setting unit 822. The gain setting unit 822 sets an assistance restriction gain K that becomes lower as the evaluation value E becomes higher in a range where the evaluation value E exceeds a reference value Eref. An assistance restriction unit 83 multiplies a basic assistance torque Tbase by the assistance restriction gain K to set a target assistance torque Ta2.
