PROBLEM TO BE SOLVED: To provide a system capable of processing emergency information related to a state of emergency while effectively utilizing limited information communication resources when the emergency information is shared by people.SOLUTION: On the basis of a designation time period that is a time period to which an origination time point or a recognition time point of emergency information belongs, and a terminal identifier, a region to which a portable information terminal 200 belongs can be estimated from a plurality of regions. In addition, on the basis of the number of portable information terminals (a value of a first variable x) that are information origination sources in the designation time period, priorities of the respective regions are evaluated according to a decrease function. Depending on the evaluation result of the priorities, an order of priority for providing the emergency information to the portable information terminals 200 belonging to the region is controlled.
