Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a buckle capable of preventing generation of abnormal noise and wear of a member and enhancing adhesion between an occupant and webbing, and to provide a seat belt device including the buckle.SOLUTION: A buckle 102 includes: a body part 108 into which a tongue plate 106 is inserted; a buckle stay 114 connected to the body part 108 and supporting the same; an anchor plate 120 serving as a base; a shaft member 118 having a shaft 122 and a head 124 and inserted through the buckle stay 114 and the anchor plate 120 to rotatably support the buckle stay 114; and a spring 132 installed at the shaft 122 as a compression spring between the head 124 and the buckle stay 114. The buckle stay 114 includes a mounting hole 136 to which one end 138 of the spring 132 is connected. The buckle 102 further includes a washer member 134 mounted between the head 124 and the spring 132.
