Zusammenfassung:	PROBLEM TO BE SOLVED: To provide an impact mitigating device capable of achieving proper impact mitigation, proper bumping off, and dragging-in prevention.SOLUTION: The impact mitigating device is arranged below a vehicle body end panel 51 of a railroad vehicle 50 to bump off a colliding animal while mitigating the impact on the animal. Two kinds of impact buffers 11, 12 having relatively different hardness are arranged in a vertical direction of the vehicle body. The upper impact buffer 11 is made of a relatively soft buffering material, and the lower impact buffer 12 is made of a relatively hard buffering material. The impact buffers 11, 12 are arranged in a manner of inclining to project forward with respect to the vehicle body from end parts of the vehicle body in the width direction thereof toward a center thereof, and to project forward with respect to the vehicle body as they go downward.
