PROBLEM TO BE SOLVED: To increase opportunities for data transmission while avoiding data collision in the case where a data transmission time has become long temporarily.SOLUTION: A communication device 2 is configured to wirelessly transmit periodic transmission period information, and a communication device 3 is configured to transmit data at a period other than the periodic transmission period. When the communication device 3 wirelessly receives data from another communication device 3, it associates and stores device identification information to identify a communication device 3 of the transmission source of the received data with transmission request clock time information, and calculates a transmission request average time per transmission source communication device 3 on the basis of this information. Further, it is determined whether a communication channel is busy or not, one of a transmission waiting number of times counter is added for a communication device 3 corresponding to the transmission request average time whenever the transmission request average time passes during continuation of busy, a communication device 3 about which the value of the counter is one or more as a device waiting for data transmission is identified, and the number of communication devices 3 waiting for transmission is calculated.
