PROBLEM TO BE SOLVED: To provide an SPR sensor cell and an SPR sensor which have extremely excellent detection sensitivity.SOLUTION: An SPR sensor cell of the present invention comprises: a detection part; and a sample arrangement part adjacent to the detection part. The detection part comprises: an under cladding layer; a core layer provided so as to be at least partially adjacent to the under cladding layer; and a metal layer covering the core layer. A refractive index of the core layer is 1.43 or less and an absorption coefficient of the core layer is 9.5×10(mm) or less.
