PROBLEM TO BE SOLVED: To provide a vehicle device which determines driver operation to properly control the operation of a mobile terminal without significantly increasing cost, and to provide a vehicle communication system and the mobile terminal.SOLUTION: The vehicle device includes: a reference voice generation part 20 which generates first reference voice having preset characteristics; a voice output part 17 which is provided near a driver's seat of a vehicle and has a speaker 28D to output the first reference voice; a communication part 11 which transmits voice information on the voice input to the mobile terminal and operation information on operation input between the mobile terminal; a voice determination part 21 which determines whether the voice information received from the mobile terminal 3 via the communication part 11 includes the first reference voice output from the speaker 28D; and an operation control part 22 which controls the operation of a function part based on the operation information when the voice determination part 21 determines that the voice information includes the first reference voice.
