Zusammenfassung:PROBLEM TO BE SOLVED: To allow as much communication as possible to continue in the event that congestion is detected at an S-GW.SOLUTION: A mobile communication method comprises: a step in which an S-GW, upon detecting congestion, sends a notification to that effect to a PDF in a PCRF; a step in which the PDF in the PCRF in response to the notification acquires, from an HSS, charge system information for UE using an S1 bearer and an S5 bearer set at the S-GW; a step in which the PDF in the PCRF in response to the notification acquires, from a P-GW, communication service type information per flow on the S1 bearer and the S5 bearer; and a step in which the PDF in the PCRF performs band adjustment for a specific flow on the S1 bearer and the S5 bearer, on the basis of the charge system information and the communication service type information per flow.
