Zusammenfassung:	PROBLEM TO BE SOLVED: To flexibly set disclosure/non-disclosure of a video image separately from a security policy for the whole of the video image, since if only one part of the video image being a management object contains high security information, the whole video image is set to non-disclosure, because management information for managing the video image is uniquely associated with the whole video image.SOLUTION: A flag showing the restriction of disclosure is embedded into each unit block constituting the video image not the management information for managing the whole video image, so as to manage a range of disclosure for each unit block.
