PROBLEM TO BE SOLVED: To provide a travel record database creating system adaptable to a medium/large-size vehicle.SOLUTION: A travel record database creating system 100 comprises a data center 30 having a database 35 in which travel record data on a plurality of vehicles 10 is stored, and an on-vehicle device 20 mounted on a vehicle 10 and having a communicating section 22 communicable with the data center 30. The on-vehicle device 20 comprises a position information acquiring section 21 for acquiring position information on the vehicle 10. The data center 30 receives travel history data including identification information and the position information on the vehicle 10 transmitted from the on-vehicle device 20, and stores, as the travel record data in the database 35, vehicle grade information for identifying a vehicle grade of the vehicle 10 along with the position information on the vehicle 10 and time when the position information is acquired on the basis of the travel history data.
