Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a method and an apparatus for producing a substrate with a porous sheet capable of effectively obtaining aligning effects of resin fiber by use of electrodes.SOLUTION: A method of producing a substrate with a porous sheet comprises the steps of: directly forming a porous sheet 11 made of resin fiber 11A on an electrode 102A of an electrode drum 102; and transferring the porous sheet 11 on a substrate 12, thereby facilitating the formation of the porous sheet 11 on the substrate 12. Additionally, when the porous sheet 11 is formed, there is no need to interpose the substrate 12 between the electrode drum 102 and a nozzle 101 as shown in Figure 1. When the electrode drum 102 is composed of a plurality of electrodes 102A, electric potential is prevented from being uniform between adjacent parts for spinning the resin fiber 11A (that is, between adjacent electrodes 102A).
