Zusammenfassung:PROBLEM TO BE SOLVED: To provide a photoconductive substrate or the like which prevents the complication of manufacturing processes and efficiently uses excited carriers generated by light radiation for generating or detecting a terahertz electromagnetic wave.SOLUTION: A photoconductive substrate includes: a substrate 3; a carrier movement prevention layer 51 which is laminated on the substrate 3 and has a band gap larger than a band gap of the substrate 3; and a semiconductor layer 52 which is laminated on the carrier movement prevention layer 51 and has a band gap that is equivalent to or larger than the band gap of the substrate 3 and is smaller than the band gap of the carrier movement prevention layer 51. The semiconductor layer 52 is formed by epitaxially growing GaAs at a lower temperature.
