PROBLEM TO BE SOLVED: To provide a touch panel device capable of restricting the average occurrence of changes, and even when the drawing speed drastically changes, controlling so that the average occurrence does not largely change at a time.SOLUTION: A control unit 7 performs scanning on the entire touch plane and obtains a level signal corresponding to the position on the touch plane to detect the touch position on the basis of the level signal. The control unit includes: a touch position calculation section 42 that calculates a touch position on the basis of the level signal; an average occurrence setting section 43 that sets an average occurrence according to the drawing speed to move an object on the touch plane; and an average position calculation section 44 that averages the touch positions on the basis of the set average occurrence. The average occurrence setting section calculates speed characteristic each time from changing conditions of the touch position, calculates a speed evaluation value from previous plural speed characteristics, and compares the speed evaluation value to a predetermined threshold value to thereby set a new average occurrence on the basis of the comparison result.
