PROBLEM TO BE SOLVED: To provide an image generation device for distributing an electronic leaflet in accordance with a terminal device to which the electronic leaflet is distributed.SOLUTION: The image generation device for generating processing data of an electronic leaflet for displaying an electronic leaflet having various advertisement information on the screen of various terminal devices has: a processing part for generating division images obtained by dividing a leaflet image of the electronic leaflet into a predetermined number along a first direction between a vertical direction and a horizontal direction; a processing data storage part for storing the division images; and a distribution part for transmitting a division image responding to a transmission request from the terminal devices among the division images to the terminal devices, and distributing a division image corresponding to the range of an area of a moved screen in the case that the screen is moved to a second direction different from the first direction between the vertical direction and the horizontal direction.
