The brake controller 1 supplies the compressed air to the brake cylinder 21 to support the axle box 6 from backward by the sustained load F within the elastic deformation for an elastic member to which elastic force acts on a vehicle body back and forth between the wheel set 7 and truck frames 2 and 3 during straight traveling, and exhausts the compressed air from the brake cylinder 21 to make the axle box 6 freely move according to elastic deformation of the elastic member during curve traveling.
