PROBLEM TO BE SOLVED: To improve voice quality of a data portion where a communication error has occurred in a communication device having a voice level adjusting function.SOLUTION: A communication device comprises: a receiving unit 10 for receiving a signal; a voice decoding unit 12 for decoding a voice signal from the received signal; a voice level adjusting unit 14 for adjusting the voice level of the decoded voice signal by either one of a first adjustment mode and a second adjustment mode; and a transmission state determination unit 15 for determining the reception state of the received signal. The voice level adjusting unit 14 switches the adjustment mode on the basis of the signal reception state determined by the transmission state determination unit 15. This structure allows for optimal voice level adjustment even if the reception state is determined to be a communication error, and improves voice quality of a data portion where a communication error has occurred.
