PROBLEM TO BE SOLVED: To further accurately detect an action form of a user when it is accompanied by opening and closing of a door and an action form of the user when leaving a toilet while the door is kept open.SOLUTION: A leaving motion of a human body is determined by a human body detection device including a propagation wave transmission part for radiating propagation waves toward the human body, a propagation wave reception part for receiving the propagation waves reflected by the human body and a moving body other than the human body, a Doppler signal generation part for generating Doppler signals on the basis of the propagation waves emitted by the propagation wave transmission part and the propagation waves received by the propagation wave reception part, and a determination part for determining an action of the human body on the basis of the Doppler signals generated by the Doppler signal generation part. The determination part determines that the human body is present when the Doppler signals exceed a first threshold, determines the action of the human body on the basis of the Doppler signals exceeding the first threshold, and determines leaving of the human body when opening and closing of the door is determined in the action determination.
