Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a printing device that can inexpensively produce a polymer organic EL panel having high film thickness uniformity.SOLUTION: In the relief printing device, a relief printing plate, a rotating plate cylinder on which the relief printing plate is placed, an ink supply part supplying ink to the relief printing plate and a relief printing part on which a printed substrate is placed to transfer the ink on the relief printing plate to the printed substrate are installed on a support base table. This relief printing device includes a preliminary transfer part for transferring ink on the relief printing plate during preliminary transfer, instead of the printed substrate. The material quality of a transferred surface of the preliminary transfer part is the same as that of the surface of the printed substrate.
