Zusammenfassung:PROBLEM TO BE SOLVED: To solve the problem that an equivalent series resistance (ESR) increases when a shielding member is provided to discourage infiltration of a negative electrode weight reducing solution into a positive electrode part side through a rough surface part of a valve action metal substrate, in a solid electrolytic capacitor.SOLUTION: A solid electrolytic capacitor 10 includes a valve action metal substrate 14 which contains a core part 15 and a rough surface part 16 formed along a surface thereof and is provided with a recess 17 by cutting out at least a part of the rough surface part 16, a shielding member 18 engaged with the recess 17, a dielectric coat 26 formed on a surface of a negative electrode part 19 of the valve action metal substrate 14, and a negative electrode layer 27 formed by applying a negative electrode material solution on the dielectric coat 26. The shielding member 18 has electrically conductive property at a portion contacting to the valve action metal substrate 14, and surfaces 21-23 exposed from the recess 17 have electrical insulation property.
