Zusammenfassung:PROBLEM TO BE SOLVED: To provide a substrate with a transparent layer, low in manufacturing cost and excellent in invisibility of the transparent layer.SOLUTION: In a substrate with a transparent layer, a transparent conductive layer (first transparent layer) 2 and a transparent adjacent layer (second transparent layer) 3 adjacent to the transparent conductive layer are formed on one face of a transparent substrate 1 in the order of the transparent conductive layer 2 and the transparent adjacent layer 3 from a side of the substrate 1. A ratio (R2/R1) of the refractive index (R2) of the transparent adjacent layer 3 to the refractive index (R1) of the transparent conductive layer 2 is 0.9 or more and 1.1 or less.
