Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a film and a sheet having a water swelling function, in which chitosan that is a naturally-derived polymer and expected for high-added values in various fields is used as a raw material, and further to provide a method of manufacturing the film and sheet having the water swelling function, which have high safety for a human body and circumstance and can be manufactured easily in water system water.SOLUTION: The method of manufacturing the swelling film or sheet, which includes a process (A) of adding chitosan, and at least one of an acid having a carboxyl group and an aldehyde group or an acid having a carboxyl group and a carbonyl group to a water-based solvent to dissolve or disperse to prepare a solution, and a process (B) of shaping the solution to the film or in a sheet-like form, is characterized in that the shaped film or sheet has the water swelling function.
