IMAGE FORMING APPARATUS

PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a toner image in which fogging is reduced in a non-image part while the density in an image part is secured.SOLUTION: An image forming apparatus changes a voltage value applied on an electrode for forming a toner image on an image carrier according to image information, and thereby forms the toner image on the image carrier. The image forming apparatus comprises: the image carrier which contacts with toner on a toner carrier, and on which a toner image is formed with the toner on the toner carrier; and an electrode provided in the opposite side of the toner carrier having an image carrier therebetween, and in a counter position against the toner carrier. A toner movement area, in which the toner moves between the toner carrier and the image carrier by the voltage value applied on the electrode being changed, is located in the downstream side of a toner contact area, in which the toner carried by the toner carrier and the image carrier contact with each other, in the movement direction of the image carrier.
