Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a plastic optical element that properly maintains optical characteristics near an optical non-effective part of an optical effective part, while reducing the length of the optical non-effective part formed between the optical effective parts, and to provide an optical scanner and an image forming device.SOLUTION: On the surface of an emission side surface of an f lens (plastic optical element) 24, there are two optical effective parts 24a, 24b formed along a subscanning direction, corresponding to two incident light fluxes, and an optical non-effective part 24c formed between them. When the length in the subscanning direction of the optical non-effective part 24c is Y, the thickness in the subscanning direction of the f lens 24 is a, and the thickness in the optical axis transmission direction of the f lens 24 is b, the length Y of the optical non-effective part 24c is set so as to satisfy Y>0.3(a×b)/(a+b)-1.1.
