PROBLEM TO BE SOLVED: To provide a pipeline design system capable of easily designing a pipeline that is spaced from a buried object, and a program.SOLUTION: An arithmetic means 3 comprises pipeline arithmetic means 34 for calculating the position of a pipeline in a longitudinal section on the basis of position information of the pipeline in the longitudinal section and position information of the buried object in the longitudinal direction such that the pipe is spaced from the buried object by a set distance or more. The pipeline arithmetic means 34 includes a spaced distance calculation part 345 for determining whether or not the pipeline is spaced from the buried object by the set distance or more.
