Zusammenfassung:PROBLEM TO BE SOLVED: To solve problems that when glass cloth is used for a reinforcement material of a substrate, the deterioration of electric characteristics is caused due to the occurrence of migration and the manufacturing cost is increased as the cutting of the glass cloth is needed during the formation of a cavity.SOLUTION: A composite multilayer substrate 20 includes: a flat plate like core member 21 made of a metal material; a front surface side resin layer 22 and a rear surface side resin layer 23 which respectively cover a front surface and a rear surface of the core member 21; electrodes (first and second electrodes) formed on one or both of the front surface side resin layer 22 and the rear surface side resin layer 23; a through hole 24 which is formed penetrating from the front surface to the rear surface of the core member 21 or a recess; and an electronic component 25 mounted in the through hole 24 or the recess. Electrical connection with the electronic component 25 is made through the first electrode, and electrical connection with the core member is made through the second electrode.
