Zusammenfassung:	PROBLEM TO BE SOLVED: To realize an accounting management which can convince an advertiser of accounting by reasonably determining presence of electronic leaflet browsing by users.SOLUTION: A server 1 comprises: a transmission/reception unit 20 for transmitting partial images composing an electronic leaflet to a terminal device; a browsing estimation unit 30 for estimating presence of electronic leaflet browsing at the terminal device to which the partial images are transmitted by the transmission/reception unit 20; and a results counting unit 40 for counting electronic leaflet browsing results by the terminal device or a user using the terminal device when the browsing estimation unit 30 estimates that the electronic leaflet has been browsed at the terminal device.
